Cost Neutral cuts to CO2 emissions

Additional Information

The Green Investment Bank must prioritise those investments in energy efficency which will produce CO2 emissions reductions with short pay-back times.

Details of such investments are given in the journal "The McKinsey Quarterly, No1, pp 35-45, 2007"

All projected investments with a zero net cost must be vigorously pursued.
