Reduce council tax due to disposal of own rubbish

Additional Information

Government to reduce council tax payments due to the bin collections now being every 2 weeks and the current size of the bins not being large enough which leads to the disposal of excess rubbish by ourselves to the local waste disposal sites. We shouldnt have to pay the full amount of council tax to dispose of our own rubbish.
