Ban on street beggars keeping dogs

Additional Information

Street beggars are increasingly using dogs in my view to play on peoples sympathy to get passers-by to give them money.

It is clear that the dog cannot be cared for properly with regard to medical, exercise and all round welfare and as such is abuse of the animal and should be treated as such.
