ISP speed, terminology and fair play corrections

Additional Information

If successful the following should be addressed and corrected by all ISP ( Internet service providers)

1, ISP's should clearly state the minimum speed and that speed should be used not the commonly used "upto".
Reason: the actual use of "upto" is ambiguous and misleading.

2, the definition of the word "unlimited" should be enforced and should not be allowed to be used with the phrase " fair usage/ fair user policy"
Reason: a limitation is not unlimited
