Cut Police Paperwork for more patrols and convictions

Additional Information

Many minor crimes are being left I have noticed due to how much paperwork officers have to complete it's not worth the time if the criminal is going to get off.

Was on a program, currently for every Drunken person being arrested for public order offence it takes Officers off the the streets for 2 hours, and that's less officers in office rather out and about doing crimes.
