Bring in the welfare card which was talked about on the 19/12/2012 during the cabinet office questions. The card will replace money which is issued to claimants. This card will ensure that benefit money paid to claimants will be used for what it was issued. The card will not allow purchases such as alcohol, cigarettes, gambling and narcotics.
