make concessionary disabled bays enforcable

Additional Information

At present despite having to fill out forms and provide proof to have a bay outside your home, designated Disabled Bays outside private dwellings are unenforcable which means anyone can park in them without fear of penalty. This means sometimes i return home to find that a NON DISABLED driver is parked in my designated bay
I would like like local goverment to have the powers to fine and remove offending vehicles
