Reinstate the Test Card on BBC Television

Additional Information

I believe that BBC Television has too many programmes of a very low quality. Since money is so short these days, I propose that BBC 1 and BBC 2 open for programmes much later in the day and the space saved by abolishing morning programmes should be filled by Test Card J thus saving money for the licence payers.
