No government may introduce any measure which a successive government would likely be unable to repeal, without a referendum or manifesto pledge.

Additional Information

Introduction by a government of any measures, regulations or legislation into statute, without the mandate of a referendum (or explicit pledge in their most recent election manifesto), which a successive government would find difficult or impossible to repeal or overturn, for whatever reason, should be illegal. Only after a referendum on such a matter (which was not a manifesto pledge) should the government be entitled to proceed.
