Relieve the system of the pressures of alcohol misuse

Additional Information

Rather than penalising all consumers of alcohol through a minimum unit price, those who misuse alcohol should be charged when they have to be taken to hospital or into custody.

Put the onus onto the irresponsible to bear at least part of the financial brunt of their actions, so that we can have a fairer system.
