Fixed Penalty for Parking on Pavements
Parking of vehicles on, or partially on, pavements causes severe problems for the disabled and parents with push chairs, along with other members of the public who can be forced to walk into the road around parked vehicles. The offence of 'obstruction' is not suitable as proof of a person being obstructed is required. Parking on the pavement should be an absolute offence (although there would be certain exceptions e.g. vehicles for emergency problems, or vehicles engaged in maintenence of the highway.
