Mandatory neutering of pets
The mandatory neutering of all pets either before pets are sold or within a 6 month time period, to help prevent unwanted litters and abandoned animals.
Only registered breeders and animal charities to be allowed to sell animals, subject to limits and the reporting of all animals sold.
