tracking for new drivers to help stop road deaths

Additional Information

I believe that a tracker should be fitted to every car for new drivers for the first two years after passing. This will help drivers gain driving experience and maybe help young drivers from being pointlessly killed in traffic accidents. This may also help with high insurance premiums for young people.
