Stats confirm that the biggest killer on our roads are cars: e.g., between 2001 and 2010 pedestrians killed or seriously injured (KoSI) was greater than 53,000 where cars were involved, while KoSI's which involved cyclists and pedestrians were fewer than 600 in total for the same period. Further to this, it has been shown from data of over 850,000 incidents that darker colour cars are much more likely to be involved in an accident.
On the premis of these data, it would make absolute sense that cars, (not cyclists) should be sporting hi-vi, and reflective colours.
