Ban lane splitting for motorcyclists

Lane splitting is extremely dangerous and can be difficult for drivers to react quick enough. Cars are unable to change lanes in slow moving traffic because motorcyclists are speeding between lanes. Make it law for motorcyclists to ride in lanes behind other vehicles.
