Prisoners to pay into communal account

Additional Information

Prisoners should be put to work running the prisons they live in (as is the current system).

Money earned from doing these jobs should be allocated to victims according to the severity of the crime committed against them. Because the money comes from a communal account, there is no link to the offender.
