That in order to avoid one or two days of mild disruption every couple of years, the UK Government should divert sufficient resources from other projects, and raise additional taxation if necessary, to build in this country an infrastructure for dealing with snow and ice comparable with that in place in countries which experience polar conditions consistently for several months out of every year.
