compatent persons scheme to regulate the clipping of birds wings and nails.
To set up a compatent persons scheme that is regulated by a governing body to allow trained persons only to clip birds wings and birds nails. We would like the government to monitor and regulate this governing body and punish the people who cut birds wings without the correct training and documentation.
