make people work for JSA so they want to go out and find work

there is thousands of people claiming JSA and not looking for work! they use it as an easy way to get money without going out to work. some people claiming JSA do genuinly want a job but many are happy sitting at home. why dont we have these people cleaning up our streets or doing some form of voluntry work to earn their money? alot more people would think twice about living off benefits of they had to earn it!
