To call upon the Foreign Secretary to officially ask the Holy See of the Vatican State to appoint RC Archbishop of Westminster Rt rev Vincent Nichols a cardinal so that the millions of Catholics in England and Wales are represented in the forthcoming college of cardinals in the conclave to elect the new Pope. We make this request to outgoing Pope Benedict XvI before he stands down on February 28 asking with find remembrance of his state visit to the Uk
