Give northern England the opportunity to join an independent Scotland

Additional Information

The people in the north of England should be able to have a vote, on a sub-county basis, as to whether their area should join an independent Scotland as a collective province. In similar vain to the Principality of Wales, being incorporated into the Kingdom of England, in the 1500s.
