New Legislation needed for Elder Abuse

Campaign on legislating for Elder Abuse.
It's very simple.
We want a law that makes Elder Abuse in certain cases a Specific Offence,
If a mentally or physically frail infirmed older person has a crime committed against them, stolen from, defrauded or harmed and it can be shown that the perpetrator took advantage of the frailty. It would then be an Aggravating Factor; there would be an obligation on the police/council to investigate and the penalty for such an offence to be higher, as in Race/Homophobic crimes.
