restrict all hgv's to inside lane on all motorways

Additional Information

time and again we see mayhem on the motorways caused by so called professional drivers, they are responsible for many accidents, injuries and deaths.
By restricting them to the inside lane with no overtaking at any time there should be a dramatic reduction in the amount of accidents and also less congestion
