STOP land owners being responsible for abandoned equines.

Additional Information

We want the government to amend legislation that forces land owners to be responsible for equines that they do not own.
Flygrazers are getting away with illegally grazing animals and the land owners become responsible for the health and welfare of the horses.
This is costing innocent land owners fortunes, whilst flygrazers are protected! This loophole needs to be closed.
