Green Stimulus - Carbon Neutral Government

Proposal:
I propose that the government should aim to go carbon neutral in the next decade (or a more aggressive time scale).
To achieve this it would install renewable energy sources on as many of the properties under its direct or indirect control (schools, libraries, hospitals, government offices, etc.,) such as PVs and thermal collectors.
To implement this it should purchase UK manufactured equipment installed by UK based companies. The project would be assessed on total carbon footprint, and therefore cheap imports from China and alike should not be able to compete with UK based suppliers.

The UK economy would benefit hugely, the government would reduce its overheads as its energy would be free, it would help achieve our commitments to the Kyoto protocol, set an example to the rest of the world, and who knows...we may even help save the planet!
