Include pensioners already over 60/65 to receive the new £140 fixed pension rate

Additional Information

At the moment the new reform for pensions is restricted to peaople who have not yet retired. Pensioners who have already retired will not be included in this reform.
This is unfair and needs to change to include all pensioners.
