Mandatory feminine product dispensers in public female toilets

It is currently not mandatory to have feminine product dispensers in female accessible public lavatories.
In the event that urgent access is required to these machines, where they are not readily available, can cause discomfort, embarrassment, and possibly in serious cases, toxic shock syndrome.
It should be imperative that they are required by law in all female accessible public lavatories. I would like the government to make it necessary for all female accessible public lavatories to have feminine product dispensers, which are always stocked to a minimum level of 25%.
