Additional Information

Questioning the legality of a contract made at the time of agreeing to a tenancy between the Council and a Tenant.
The written or verbal assurance that the rent and council tax will be paid by the housing benefit is in fact a contract. And is explained that this is the way it will be until the Tenants' circumstances change. If the tenants circumstances have not changed according to the housing benfit application, then the agreement still stands.
