For there to be an office or department within immigration allocating immigrants to citys, towns, areas where there is surplus work for immigrants.

Ensuring immigrants dont goto citys, towns, areas where there isnt the work for locals never mind any extra work for the immigrants.

Protecting local jobs for local people.
