We can't drink and drive, we can't eat and drive, we can't use a mobile and drive but.......we can smoke and drive ????

It is against the law to eat while driving as it is deemed dangerous.

It is against the law to use a mobile while driving as it is deemed dangerous.

It is perfectly acceptable to smoke while driving, even though it involves just as many distractions to the driver as eating and using a mobile.
