Fairness outside the CSA
Current CSA law awards up to 30% for a child who's resident parent claims via the CSA.
If the non resident parent has another child who they pay for via a private agreement CSA does not recognize that child nor payments being made to them in the form of maintenance.
By the time the CSA has awarded 30% to one child the paying non resident parent is put in a position where they are only just potentially able to support themselves leaving no payment available for the non CSA child. Thus creating breakdowns of what were amicable arrangement and relationships. Consequently pushing children into poverty and forcing people to use an agency they may rather not.
The government should change the law so that all children are considered when CSA calculate their payments especially if the non resident parent can prove they are paying maintenance to their other children without the CSA's help.
