In the modern world, not only terrorism happens in real life, but now on the internet. Thousands of sites have been taken down by the most dangerous type of hackers, black-hat hackers. The government must establish an organization of which people can report hackers over a website or phone and be guaranteed that the hacker can be tracked down through IPs and ISPs.
