Stop power company's taking debt on prepayment meters during winter

Additional Information

Power company that supply has via prepayment meters are more than entitled to there outstanding bills and collect the money easily and efficiently via prepayment meters

However having to put up to £40 plus a week on a prepayment meter in order to keep warm in winter and pay debt can be hard

So I'm asking for new rules where Power firms cannot collect more than £1 per week between 31st October and last day of February following year In order for people to be able to afford heating
