Street light motion sensors or late night switch off

It's about time that the street lights that spoil our night sky views were changed allowing amateur astronomers the chance to enjoy the night skies with no light pollution,
the implementation of P.I.R sensors in all street lights would save a fortune in the long run,if this cannot be done then turning off the street lights from midnight til dawn would be a fair compromise.
