Low level expertocracy: All politicians, before being appointed a position, must have support and an adequate background, in that field

All politicians, before being appointed as head of a ministerial or secretarial state, must be subjectively brought forward as a supported candidate, by the head of unions or/and other organisations, to be a spokes person, and at the fore front of that field, e.g. Highly recommended as a candidate for the position of Secretary State for Education by the National Union of Teachers, and the candidate has been substantially involved and experienced in that side of industry, preferably, through ground level, to higher levels, and with better chance of being appointed if furthered with recommendations from academic bodies e.g. Heads of University research departments in Education.
