Negotiate rates of C&C at COP-17 in December

Additional Information

The reason for failure at COP-15 was prescribing - rather than *negotiating* - 2050 as the convergence year for per capita emissions entitlements, inside a global emissions contraction budget that was judged to equal to about a 2 degrees rise.

The Chinese Government agreed the C&C principle in July that year, saying however the convergence of per capita entitlements should be immediate: - http://www.gci.org.uk/Documents/China_Research.pdf

Ignoring them on this and then blaming them for failure were two completely avoidable mistakes.

*Negotiate* convergence rate with them at COP-17 and success while not assured, is more than possible as it meets the number one US demand for inclusivity: - http://www.gci.org.uk/public/COP_15_C&C.swf

That *has to be a better outcome* than agreeing to disagree again and for the 17th year in a row.
