Double the penalties for road offences for those using off-road vehicles on roads

Additional Information

Vehicles designed for off-road use are significantly more dangerous on the road than those designed for use on tarmac. The penalties for road offences should therefore be higher to discourage those who do not require them from using them on our roads.
