A public vote before the government can legally declare war on another nation.
After the Iraq war, in which Britain was led to war on the false pretences that Saddam Hussein had WMDs, it's clear that even in the modern day the government can not be trusted to be putting the interests of the people it is supposed to be fighting for first.
Throughout history the decision of when to declare war has always rested in the hands of governments. In the democratic age that decision should be the peoples, and not those who can be influenced by others who may have vested interests in oil, money, power and control.
Since the dawn of civilization it is governments who have decided when to go to war which is the single most important decision that a nation can make.
We choose our governments however we have no real choice in the wars that our governments choose to fight.
