Allow Vehicle Excise Duty to be paid over 12 months

Additional Information

The prescription Pre-Payment Certifcate system allows NHS patients to have a 12 months certificate with 11 payments.

This petition is to require the government to mandate the DVLA to create a payment mechanism like this for vehicle excise duty.
