Reduce the Length of service required for the Special Constabulary Medal

Tom Winsor recommended the reduction in length of service required for the Special Constabulary Long Service medal from 9 years down to 5.

In today's police service, joining the special constabulary is often a prerequisite for joining as a PC. This means many people are joining the specials for varied reasons and service length but all do it for free and for no thanks.

Either reduce the length of service required or create a new Special Constabulary Short Service medal to thank those that complete a length of time as a Special Constable.
