A UK lead to G8 countries to offer free phones for persons over 75

Several persons at today's conference on Practical Steps to Alleviate UK Poverty, hosted by Elizabeth Finn Care, suggested I put to you directly the question I asked of the keynote speaker Frank Field, which was
At present persons of 75 and older do not have to pay the TV licence fee, but older persons may have a more urgent need: an 80-year-old neighbour had no telephone, so I gave my number for her friends to call: is there any plan to give tariff-free phones to senior citizens over the age, say, of 75, as one step to lessening their isolation? Nothing happened.
Is this a field where Britain can give a G8 lead?
