British Kennel Club and All Breeders to contribute to Dog Rescue and welfare services
The Kennel Club should contribute to Rescue centers
All Breeders should declare the "extra Income" from the sale of their Pups.
All dog owners to licence their dogs and details held with micro chip scheme
All owners made accountable.
