Bring the 'Lander' system of government to England.

Additional Information

Lander are the federal states of Germany. Each one unique. each with significant powers such as corporation tax levels etc. this would ensure government of an area is done for its own people rather than some one else. The economy of the North East is different from from the south west so it is foolish for me to try to tell another part of the country what to do.
