An NHS Consultant Surgeon has hi-lighted the vast amount of Tax Payers money being spent on 'visitors' with visas to the UK arriving with extremely complicated health issues.

Solution:
Visitors to the UK should no longer be given an NHS number, these are permanent and open to abuse.

Entitlement to free NHS hospital treatment must be proven ie permanent residents.

Inside and outside the EU patients can pretend they are 'ordinarily resident' in the UK and therefore eligible for free hospital treatment, no other country with a Health Service allows this, stringent systems of personal identification are in place to prevent exploitation and abuse.

Charge treatments at private sector rates rather than the NHS susidised rate saving millions.

In conclusion an 'NHS passport' which defines entitlement on the basis of permanent residency.

The government should introduce emergency legislation with cross party agreement.
