to help the police during tough times allow the formation of a liceneced civilian justice league,to help deter crime by allowing those within this organisation to fight crime within common law so that a ordinary law abaiding citizen can stop feeling powerless sign up and become a real crimefighting hero just like the avengers to help ease problems with police reductions.
