An irrevocable, constitutional prohibition on the Death Penalty
1) Create a constitutional amendment which officially prohibits the implementation of the death penalty under any and all circumstances, without exception, with a clause making the amendment irrevocable for all eternity.
2) A further clause making it a serious offence for any public servant to alter, subvert or repeal the amendment, or to create any over-riding legislation to that effect.
3) A further clause making it equally unlawful to attempt or incite any activity mentioned in clause 2.
