drivers under the age of 25 should have to pass an annual re-test

Additional Information

Young drivers, before they have amassed experience in different weather conditions, and before they have experienced the daft things other road users do when it is least expected, should be compelled to take a re-test of the driving test annually.

Hopefully this would reduce the number of casualties.
