compulsary scanning of all cats and dogs picked up by local councils

Additional Information

when cats are found deceased on road and picked up by local councils they arent scanned. This often leads to no records so owners are never informed. it would save alot of heartache for owners who might never know whats happened. This is one of the main reasons for chipping so it should be made to be compulsary.
