Pay employees on zero hour contracts more than employees on guaranteed hours contract
People on zero hour contracts have no rights to a wage if there is no work. This should be compensated by paying them more than their colleagues who are on fixed term contracts simply because the hire and fire power balance is with the employer. The employer can tell you any time theres no work and then that's it your technically unemployed.
