Proof of guilt should be obtained before issued of Fixed penalty notices for Dog fouling , Dogs on leads & Dog exclusion Areas

Additional Information

Due to the large number of innocent people being given Penalty Notices For offences they did not commit. Council officers should be required to obtain photographic , video or DNA evidence to support their claims.before a Fine can be issued.

It is unfair for innocent people to have to pay for crimes they did not commit or be wrongly prosecuted for offences committed by others.
